I believe they both lied but I'm more inclined to blame Lex a little more seeing as I understand Clark's reluctance to tell anyone any of his secrets, considering that's the only way he can be hurt and all. After being invincible for so long, you'd be afraid of getting hurt, right? Anyway, they both could've tried waaay more instead of just letting it decline.
I think people tend to romanticize Lex far too much in their stories.
